2018년 현재 진행되고 있는 주요 파이프관련 프로젝트에 관한 업데이트 자료입니다. Liberal Government가 2016년 11월에 승인한 3개의 주요 파이프라인중에 하나입니다.
Trans Mountain Pipeline (Kinder Morgan Pipeline)
1953년에 완공된 기존라인을 교체및 확장하는 공사입니다.
발주처: Kinder Morgan Canada (캐나다 정부가 8월에 국유화 완료)
공사구간: 알버타 에드먼튼에서 버나비 구간
예상공사비용: $7.4 Billion
직접적 경제적 효과
알버타: Edmonton, Wabamun, Edson, Hinton 하이웨이 선상에 있는 소규모 도시. 공사구간에 해당하는 도시들과 12개 Pump station이 들어올 지역. 자세한 공사 스케줄은 밑에 있는 링크를 통해 확인하실수 있습니다
간접적 경제효과
파이프라인이 완공될경우 미국에 편중되어있는 수출지역을 아시아로 다변화 할수 있다는 장점이 있습니다. 이럴경우, 현재 캐나다 오일샌드에 반영되어있는 discount 요소가 많은 부분 해소될것이라는 예상입니다. 현재 모든 캐나다 오일샌드 업체들이, 적극적으로 파이프라인 확충이 될경우 대규모 오일샌드 투자를 하겠다고 예고하고 있습니다.
논란: 환경단체에서 대규모 반대 시위를 예고하고 있습니다.
완공시기: 개인적 생각으로는 2019년 5월 주정부선거와 10월 연방선거로 인해서 빠르게 진행이 될거라고 예상이 됩니다.
Timeline;
2013 -Kinder Morgan filed an application with the Canadian National Energy Board
November 2016 - Federal government approved January 2017 - BC Liberal Government approved (Premier Christy Clark)
January 2018 - BC NDP Government proposed a restriction on increases to the amount of diluted bitumen that can be imported from Alberta
May 2018 - The government of Canada announced an agreement to purchase the exiting Trans Mountain pipeline and the expansion project with Kinder Morgan Canada for $4.5B - Deal closed in August of 2018
September 2018 - The Federal Court of Appeal issued its ruling quashing the approvals for the proposed expansion
September 2018 - The National Bard ordered to redo Trans Mountain review in 22 weeks in bid to get pipeline approved.
