2018년 현재 진행되고 있는 주요 파이프관련 프로젝트에 관한 업데이트 자료입니다. Liberal Government가 2016년 11월에 승인한 3개의 주요 파이프라인중에 하나입니다.
Keystone XL Pipeline
기존 keystone 라인외에 추가 Pipeline을 설치하는 공사입니다.
발주처: Transcanada
공사구간: Hardisty, Alberta에서 Steele City, Nebraska
예상공사비용: $8.0 Billion (Initially $5.0B)
직접적 경제적 효과
알버타: Hardisty, Edmonton, Calgary, Oil towns
사스캐취완: Kindersley, Shaunavon
공사구간에 있는 소규모 도시들과 Pump station이 들어올 지역.

간접적 경제효과
파이프라인이 완공될경우 운송비 인하로 이어져, 캐나다 오일샌드의 가격경쟁력이 상승할것으로 예상됩니다. 현재 모든 캐나다 오일샌드 업체들이, 적극적으로 파이프라인 확충이 될경우 대규모 오일샌드 투자를 하겠다고 예고하고 있습니다.
논란: 환경단체에서 대규모 반대 시위가 진행중입니다.
Timeline:
July 2008 - TransCanada Corp and ConocoPhillips proposed a major extension to its existing pipeline from Alberta to Texas
June 2009 - TransaCanada announces it will buy ConocoPhilips's stake in Keystone
March 2010 - The National Energy Board approves the application for Keystone XL with 22 conditions
April 2010 - The U.S. State Department releases a draft environmental impact statement saying the project would have a limited effect on the environment.
December 2011 - U.S legislators pass a bill with a provision saying President Barack Obama must make a decision on the pipeline's future in the next 60 days
February 2015 - Obama rejects the bill
January 2017 - Trump signs a presidential memorandum clearing the way for the U.S. government to reconcisder Keystone XL
January 24, 2017 - TransCanada resubmitted its application for approval
March 2017 - The U.S. State Department issued the presidential permit approving the Keystone XL pipeline
November 2017 - The Nebraska Public Service Commission voted 3-2 to approve construction of a portion of the keystone XL pipeline in Nebraska, though the commission rejected TransCanada's preferred route for the pipeline
November 9, 2018 - A U.S. District Court Judge in Montana put the project on hold in a ruling issued on November 9, 2018
First of quarter of 2019 - It expects the Nebraska Supreme Court to reach a decision on its Keystone XL pipeline
